EU-GUARDIAN (European framework and proofs-of-concept for the intelliGent aUtomAtion of cybeR Defence Incident mAnagemeNt)

EU-GUARDIAN seeks to explore and lay the foundations for prompting the EU autonomy in the development of AI-based resources. The project will develop Cyber Mosaic Warfare concepts and applications and create related capabilities. Mosaic warfare refers to the combined use of AI and automation to implement decision center operations to ensure improved efficiency, greater adaptability for commanders, easier incorporation of new tactics and technologies.

The project mainly focuses on the ability to detect, mitigate and respond to security challenges semi-automatically or automatically; support human operators, analysts and decision-makers at all levels; and contributing to enhance cyber situational awareness, military infrastructure resilience and protection against advanced cyber threats.

Goal
EU-GUARDIAN will create an AI-based solution to automate incident management and cyber defence processes. The AI-based solution is contingent on multiple steps, which are considered as the objectives of the project:

1. the categorisation of related incidents and data assesment to establish whether multiple problems share a common underlying cause;
2. enhanced support for cyber security and cyber defence related human operators, analysts, and decision-makers at all levels;
3. the contribution to an enhanced cyber situtational awareness, improving contextual knowledge of the enterprises, processes, and decision-making where AI should be utilised;
4. increasing military infrastructure resilience and improved protection against advanced cyber threats;
5. supporting the creation of fit-for-purpose proof-of-concept prototypes of an automated or semi-automated incident management and cyber defence system;
6. referencing systems and appropriate tests cases to generate training data and evaluate the efficacy of different solutions will be created, both with and without human operators interacting with the system;
7. identifying opportunities for long-term improvement, wide cross-border cooperation between legal entities, and foster better exploitation of the industrial potential of innovation, research, and technological development;
8. better explainability of the whole process of analysis, response and execution, which will be heavily oriented to contributing to the regulation and standardization of the achieved outcomes;
9. achieving excellence, trust, and a boost in research and industrial capacity;
10. ensuring an appropriate ethical and legal framework based on the Union’s values and in line with the Charter of Fundamental Rights of the EU.
