The current report describes the work carried out in WP8, targeted at obtaining a qualified database of external experts, that will be able to validate the different deliverables of the previous work packages. This includes:

• New skills and job profiles
• New pedagogical approach
• New education & training program prototypes
• Prototype implementation guidelines
• Pilot implementation guidelines
• Education & training programs results

In order to facilitate the above-mentioned tasks, a guide describing the best procedures for selecting the experts, a quick guide with the criteria that need to be met, as well as an invitation letter, describing the ASSET + project and inviting them to join it have been also written.

The structure of the European Defence Observatory (R4.1), its main purposes and activities were validated by ASSETS+ Steering Committe and it is now ready for the next steps towards the implementation of its activities! Comprised of one Qualification Council and one Industry Council, this Observatory will count on the know-how of ASSETS+ partners and external experts connected to Education & Training and to Industry to design a Skills for Defence strategy and to analyse and validate ASSETS+ outcomes for the implementation of the European Defence Qualification System, which will reply to Defence skills gaps based on a strong Quality Assurance System.

Guidelines for designing defence sector professional standards

This Guideline provides information to Education and Training Providers for designing Defence Sector Professional Standards and Qualifications in line with European tools for education (i.e. EQF levels, ECVET, ECTS and ESCO Taxonomy), ensuring their transparency and harmonised implementation across Europe. Based on EWF Sectoral and Modular Approaches, ASSETS+ Qualifications will be comprised of Competence Units written in terms of Learning Outcomes, to be designed based on specific Professional Profiles considered priority in the Defence sector, replying to Industrial skills needs.

This report identifies the pedagogical approaches selected to provide a closer fit to the defense-related skills needed across Europe.
By designing a pedagogical approach dedicated to the Defense Sector, the academic partners aim at providing a guideline to enable European actors to:

  • create new pedagogical programs in light of current challenges,
  • adapt existing pedagogical activities,
  • share common and/or best practices,
  • identify and overcome potential barriers.

R1.5 Skills2ESCO

ASSETs+ project is contributing to the development and update of the ESCO database*

As the result of the research conducted in ASSETs+ project, a new occupational profile and a set of new skills has been proposed to ESCO secretariat for incorporating within ESCO database. The inclusion of new job profiles in ESCO data base provides a substantial value to both education and training providers and to companies. ESCO provides occupational profiles showing the relationships between occupations, skills, competences, and qualifications. This is valuable information for companies looking to up- or re-skill their workforces. The work has been conducted by the University of Pisa and Fondazione Giacomo Brodolini  and further exchanges with ESCO secretariat are planned in first semester of 2021.

/Additional background information: ESCO  is the European multilingual classification of Skills, Competences, Qualifications and Occupations. In practical terms it serves as a dictionary and helps to identify, describe and classify occupations, skills and qualifications. It is managed by DG Employment. ESCO is published in 27 languages (all official EU languages plus Arabic, Icelandic and Norwegian). R1.1 Strategy specifications report

ASSETs+ project designs a strategy for mapping technologies and skills in the defense sector*
The Strategy Specification (R1.1) defines the guidelines for monitoring technologies, their applications and the skills needed to be properly adopted in the defense sector. The ASSETs+ academic partners set out a comprehensive methodological approach, including on one hand data-driven analysis (with text mining and NLP techniques) and on the other hand expert evaluation, to obtain a quanti-qualitative vision. ASSETs+ is focused on three specific topic, strongly related to the recent development in the defense sector: Robotics, Artificial Intelligence (AI) and autonomous-systems, C4ISTAR and Cybersecurity.
